Dorms are off limits to RSO's. RSO meetings, events, etc. cannot be held in dorms without some cultural tie like furthering cultural awareness. Also, iirc, gambling is illegal on campus. This applies to tournaments where entry fees are collected. This is probably why the HKN tournament did...
