It's Rorschach, created by Alan Moore. He's from the comic Watchmen, which is a DC comic, but isn't really typical of normal comic fare.

Originally, Alan Moore asked DC if he could use Charlton comics characters in his story, because at that time they had just been bought up by DC and still weren't integrated into the DC universe. DC said no, because they felt that using those characters in the story Moore had planned would have made them, "unusable".

So Moore created a bunch of characters based off the Charlton characters, and did the story. It's called Watchmen, and it's great. Probably my favorite American comic I've read. You ought to read it before the movie they're making based on it comes out.
