Hey, so I'd happened to be independently working on my own stand-alone rankings program

and I'd be willing to share the source for it if there's anything in there you'd like. In the meantime, I'd also like to recommend the Glicko ratings system since it uses ratings deviation as a means of both introducing point decay as well as preventing people from reaching a higher score than other regions simply by massing games against lesser players.
