Admitedly, those Pokemon are RARELY ever seen in combat, yes. However, as of the May Uber Ladder 2009, it can be verified that every single one of them are in use. Incredibly Rare and Not at all are Two completely different things, or else a lot of life's problems wouldn't be as concrete.
And if these guys can counter the Uber Garchomp, I'm sure others can as well. I've only just begun using Choice Scarfs and Specs in considering my counters (although all but Suicune and Donphan can counter without said items, using a Power Ice Attack followed by Ice Shard). It just depends on how you go about doing things. To each, his own!
Also, personally, I think the Choice Bander is probably the Hardest to counter. While the Choice Scarfer is a good Revenge Killer, the Bander is much more formidable in combat. But that is just my opinion. Are there any more "viable" sets besides those for the OU Garchomp, or is it just still the 3 Scarf, Band, and Yache Chomps under both Jolly and Adamant?
Personally, I find Garchomp's status on the Tierlist weird. He was considered TOO good for the Over Used tier. So they had to move him up to Ubers. But then, he had to have specific sets and natures to be of any use with the rest of the Pokemon Gods, or else he'd have been outclassed. But even then, he is probably easier to counter (atleast in my opinion). I feel that he should sit in the middle of the two, along with Pokemon like Scizor (if newbs want to keep complaining about him), Manaphy (all it really has is a Nasty Plot and generic water moves. With Kyogre Support, it can't be statused, but still, anything with other factors helping it becomes a problem [which is the reason I don't care about Stealthrocks and Spikes and Reflects and Baton-Passes and junk in my calculations]}, Possibly Sky-Shaymin (granted, it's special ability and awesome move are dangerous, but the 4x weakness and small moveset don't do him any favors), The Latitwins COULD be considered for it, and a few others I can't think of off of the top of my head.
