    install DRGN's texture wizard http://smashboards.com/threads/new-tools-for-texture-hacking.373777/
    run it, click file -> open disk (iso/gcm), select your ssbm iso and hit open
    scroll down until you see PL_.dat next to a little icon of mario and click the +, then click the plus on [purin] jigglypuff, then single slick on PlPrGr.dat so that it is highlighted

    then click 'import' on the right when PlPrGr.dat is still highlighted and navigate to the file you downloaded (also named PlPrGr.dat)
    lastly make sure you hit file -> save changes
