Wario's drive is fortune, Waluigi's drive is fame.
Money is a bonus for waluigi but it is never his end goal. Everything he does is in pursuit of fame and admiration. This is why he doesn't join Wario in treasure hunting and game making. Both careers you can't really get famous for unless you're REALLY notable.
To put things another way, Wario is Greed, Waluigi is Envy.
