I mean, Roy has a completely unique Up and Neutral Bs, and has various major changes. Doctor has basically all the same moves bar Neutral and Sides minor changes, and he hits harder. Pichu makes no sense though, stating it has its own complete gimmick that seperates it from Pikachu.
