9 Hammer Over Powered?

Mr. Game and Watch is my main no doubt about it. He's good, balanced, and I know how to use him with all controllers. Notice how I crossed out balanced? I've been wanting to ask this question for a long time. Is Game and Watch's Hammer attack over powered. I see the side special like the Pokemon move magnitude, Do you think that The Hammer is over powered?

It's actually arguably his worst move. I dunno if I think it's worst than Ftilt though. I'm pretty much the only person who doesn't think it is his worst.

While most of the numbers on the judgement have their merits, and the chances of getting a 9 always will be 1/7, it's still too slow with poor range to use reliably without getting a good read or during a free punish.

That being said, I've won sets because of judgement. It's still not overpowered though

Magnitude is bad, Earthquake is much better.
