When exactly do you fire the first arrow? I try hitting special right when i leave the ground and I still dont have time to fire off the second arrow. I always fire it when I land on the ground and the first arrow already landed.

It's just speed. When I want to SHDA I switch my right hand to the "Claw" position - using my fingers on the face buttons instead of the thumb - this helps me hit the first B fast enough.

The second B can just be buffered, the timing isn't as exact as the first.

You have to press B REALLY fast... can't emphasize that enough (took me a while to get used to it). I changed my Y to special, so I can press SH and Y with the same thumb stroke. Also, don't spam B after you get your first arrow out. The second arrow is all about timing.
