Thanks! But just a few seconds before that, how does he set it up. He seems to change directions once he jumps to the ledge and is doing the neutral b-special.

Most/all characters can turn around during their neutral-B by tapping the other direction before pressing B. What M2K did there is called a reverse needle cancel. The inputs are tap away -> charge needles (B) -> cancel the charge (L or R) -> fastfall to ledge. Reverse needle canceling is often used to grab the edge reliably or to set up for an offstage bair.
