Pikachu's attack trajectories set up olimar, and his small size+attack priority allows olimar to throw out more attacks than normal in doubles. Also, you can go aggro if pikachu is providing cover, but if pikachu goes aggro, olimar's role is to throw out the other opponent and pre-emptively punish players for trying to punish pikachu.
