I actually mentioned this in the Sceptile thread a couple days ago, I finally stopped procrastinating and decided to make this thread and... well you beat me to it! 
Add me to the supporters list. I'm actually torn between Grovyle and Plusle&Minun, but one of them is my most wanted character for smash.

Smash Attacks
Up A - Quick Attack: Requires no charge at all. Grovyle lunges himself into the air a fair distance, hitting anyone he comes into contact with. 16% DMG -- Moderate Knockback
Down A - Frog: I know that Grovyle is a lizard, but hear me out, because Grovyle doing this would look really cool. A frog pose in yoga is... well...
However, if Grovyle were to do this as a smash, as you charge up he could get into the position, then when you let go he could suddenly straighten himself on the ground, sending out leaves akin to Ivysaur's razor leaf. It's not canon, it's... fun ^_^ Pose itself: 24% DMG -- Very high knockback. Razor leaves: 14% DMG -- Little Knockback
Side A - Pursuit: Grovyle suddenly dashes across the stage very quickly, before returning backwards, essentially performing a U-Turn. This attack is rather niche, because if an opponent uses their shield or dodges, Grovyle bypasses it and does double damage to said character, as if they were switching in regular Pokémon. This does not bypass counter attacks, however. If opponent is not protecting themself: 12% DMG -- Small Knockback. If opponent is protecting themself: 24% DMG -- High Knockback
Special Attacks
Neutral B - Throwing Item: Grovyle throws 3 items in both directions as projectiles, which only run out of range should they leave the stage entirely or hit an opponent/their shield. Grovyle may throw a range of items, each getting more powerful the longer you charge up. There can be a long charging time if you want to get the higher items.. roughly 4 seconds:
0-15% Charge: Gravelerock/Geo Pebble. 8% DMG, Little knockback.
16-30% Charge: Rare Fossil. 16% DMG, Between Little and Moderate knockback.
31-50% Charge: Cacnea Spikes/Corsola Twig/Gold Fang. 24% DMG, Between Moderate and high knockback.
51-75% Charge: Silver Spike/Iron Thorn. 32% DMG, High knockback.
76-99% Charge: Gold Thorn. 40% DMG, High knockback.
100% Charge: Time Gears. Grovyle begins glowing when at 100% charge. Time slows down for everyone except Grovyle when used (like he had used a Stopwatch) 55% DMG, Heavy knockback.
Down B - Leaf Blade: Grovyle does a jump and a backflip with his leaf blades out and Grovyle essentially does a Ground Pound upon descent. Because Grovyle's character model will undoubtedly be small, as he is descending he will fire off random "leaf blades" (green lines resembling some of the slash attacks seen already) which travel a small distance.
Up B - Pokémon Dash Balloon: What? I thought that Grovyle was here to be a spin-off game rep.! While yes, Grovyle didn't actually appear in this game, it would be a nice shoutout! >_> Basically, a hot air balloon appears for Grovyle to rid in for a short amount of time. This can have any of the Pokémon's faces which featured in Pokémon Dash (sans Pikachu's and Jigglypuff's. That could get pretty awkward. As well as a rare Grovyle balloon designed specifically for smash. If you are holding down the B Button, it is easier to move the balloon horizontally, but it rises very slowly. If you let go of the B Button, the balloon rises much faster, but is almost impossible to control horizontally. You can change the speed at any time throughout the 3-4 second period, by pressing/letting go of B again. If Grovyle is on the ground, he releases smaller balloons akin to this picture, minus the Munchlax.
Hot Air Balloon - Horizontal: 20% DMG, Moderate Knockback. Hot Air Balloon - Rising: 12% DMG, High Knockback. Little Balloons: 14% DMG, Moderate Knockback. Stuns opponents upon contact -- the balloons all pop.
Side B - Magical Leaf: This move will act like in Pokémon Rumble. Grovyle releases 6 leaves which hone in on the nearest opponent and hit without fail. 8% DMG per leaf, Small knockback. This attack appears really weak, but it bypasses shields, and as such is the perfect attack for chip damage.
Final Smash - Pokémon Trozei: Grovyle pulls out a Time Gear to stop time (turning the screen black and white in the background, but also still except for Grovyle), and then pulls out a Nintendo 3DS. A game of Pokémon Trozei appears and covers the screen. The twist is that the Pokémon are replaced with the 4 characters participating in the fight. Grovyle essentially plays a game of Pokémon Trozei with the smash characters. His aim is to match the characters up, just like in Pokémon Trozei, which will deal heavy damage to them, because at the end of the 10 second time limit, time and colour will begin to reappear in the stage. The Time Gears will come on and attack the players for the amount of times Grovyle set up lines with them, with different damage totals for different lines.
