Is there any discussion specifically for modding Smash 4, or could that just be here?

I have never done modding in my life, unfortunately, so I don't have the foggiest clue even where to start, so if anyone can help me out with that, that would be much appreciated.
I just know that Smash 4's custom specials had so much potential to reference other things that characters could actually do in their home games. If I could even give DLC characters their own custom specials; though with a likely exception for Ryu due to the completely unique nature of his moveset; then that would be cool.

Installing or creating mods? Either way gamebanana is pretty much your best source. They have a tutorial section that should help get you started & you can find guides on youtube too.

Cant speak for mod creation & not sure what you have access to but would personally recommend maybe starting with Brawl or Smash Ultimate as they have much more active communities now &, at least from a mod installation standpoint, were much easier to work with (especially brawl). Also not sure how far custom move mods ever made it or if using tools to expand other Smash rosters with character varients would be acceptable.

It was for creating mods myself. The only guides I've ever found on Gamebanana or YouTube were for installing mods, with no one ever talking about specifically creating them.
