If you're new to the boards, you would be best off doing some research before posting more. Not to be rude, but many users will flame you endlessly for not knowing basic terms like tiers. Search it, figure it out.
And i say high tier without any second thoughts or reservations.
Or, you could just answer his question. It's true that some will flame here, but you didn't exactly help him...
i'm really new to these boards, so what do you mean by "tier"

Anyways, simply put, "tiers" are lists based on tourney results that determine who the best characters are. For example, in Melee, Fox was the character winning the most tourneys, so he was at the top of the tier list, and therefore, the "best" character. Mewtwo however, was winning the least tourneys, therefore was at the bottom of the tier list, which is why some consider him the "worst" character. Since tier lists are based on tourney results, it takes at least a year to come up with a tier list, whcih is why Melee has had several and Brawl doesn't have one (yet).
However, tiers have been a controversial topic in the Smash community for years. Some believe that there is no "best" and "worst" character in the game, and that tiers only hinder the competitive scene. Some argue otherwise. It's better to further read into it than to make a judgement now.

hope TL doesn't end up high tier. He's already getting whored out now, if he gets high on the tiers, then he may become the Brawl equivalent of Fox in Melee. Now real TL fan wants that.
I would prefer him lower-high/upper-mid, ya know?
