w/ friends option giving random items and stages wtf

i was playing w/ my friend online and we both had items set off and chose stages. Sometimes we wouldn't get either of our stages and items on. Whats wrong with brawl?!?

same here. I noticed when we were playing some games there would be no items at all, even though I put items on high...

I think, even if you have "items set to off," it still chooses items based on a lottery of the items you have marked as "on" even if overall you have "all items off" at the top.
