Apparently before shutting down WB San Diego was working on a crossover Kart racing game with multiple WB franchise. I wonder if the roster and franchise would've been vastly different from Multiversus.
The only major thing missing is her moveset data, and if the folks on the discord are to be believed, that's likely in the files somewhere too.
It's genuinely infuriating that they aren't releasing her, but at the very least she'll be like THE easiest character to add once modding gets off the ground.

So with the shutdown in two months, the final patch has enabled the offline mode. If connecting after May 30, or trying to play when not connected to the Internet, you automatically enter offline mode. What does the offline mode consist of?
Local Multiplayer, Training, and Rifts will be the only modes available. In Local Multiplayer, the various minigames and modifiers have been added, so stuff like Volleyball will be available. Modifiers include the various rift gameplay rules plus two that are more cosmetic in nature (the first is Retro Horror from the Jason rift (turns the screen into a retro CRT style), the second is Computer-Internals from the Dexter Robot rift (everything becomes wireframed and green).
On the topic of cosmetics, all cosmetics earned or purchased before May 30 will be available after. All other cosmetics not earned or purchased won’t appear at all. When selecting a fighter you choose variants as normal then you can select banner, emote, and ringout. Announcer Packs aren’t selected from this menu but should still be available. Sadly it seems profile icons will be going away along with badges.
For rifts, all rifts will be available, including the Rogue Rifts. Rogue Rifts won’t award their cosmetics in offline, so if you want to use Valentine Nubia, Ame-Come Raven, DC Bombshells Harley, and/or Mad Jack in local, this is the last chance. Speaking of cosmetics, if a rift objective called for a cosmetic of a certain tag, every skin for that tag will be usable regardless of if you have it or not. This includes all Elusive variants and the variants that were briefly available when the season started.

I can't even imagine why that would be. First of all, gleamium has been removed so it's not like everyone can rush to buy the skins they want before the shut down, but the offline mode during the period between beta and release let you use all the cosmetics. It's absolutely maddening.

The only guess I have, which, I must be honest, I don’t know if it has any merit, is that they don’t want to anger people by giving away their exclusive skins (I’ve seen similar arguments regarding Fortnite Battle Passes). But since the game is ending anyways, there’s no point in having anything be exclusive.
I did some digging in the offline mode and here are some notes:
Before I start, to enter offline mode I disconnected my Xbox from the internet. Reconnecting put me back into online mode. After the shutdown, offline will be the only option.
1. As mentioned, minigames and modifiers have been added to Local Play. Yes, you can stack modifiers, perfect for when you want nothing but complete chaos.
2. For cosmetics acquired before the shutdown, you can change Skin, Banner, Ringout, and Emotes for all players from the Local mode character select screen. Announcer Packs, Profile Icons, and Badges still require you to go to the Fighter section of the Main Menu. Everything not gotten will not appear. Strangely the two Mythic Vista Arya variants appear here anyways.
3. For Rifts there are a few things to note. First, Rogue Rifts are available at all times and no longer have daily plays, but they no longer give awards. Second, all “Bring another player” missions now auto complete the next time you play a mission where it wasn’t cleared. Third, as mentioned, if a skin tag matches a mission requirement, then all skins with that tag will be available regardless of ownership. In addition to all released skins, there’s a few others (see the spoiler for the full list):
Credit to Discord for this list:
so the unreleased offline rift skins include:
all previously released elusives (including ranked skins)
most of the unreleased ValentiNeon variants (jason, ppg, raven, marceline, aquaman, jack)
all unreleased Platfight t-shirts (bugs, joker, velma, wonder woman)
new 52 aquaman
both unreleased mythic vista arya skins
Gizmo's Winter Wonderland skin (known as Giz-Snow)
Freddy vs Jason
Cat Burglar, Lights Out, and classic Tune Squad for Lola
Spacesuit Morty
Comics Raven
Sleepytime Shaggy
Golfer Taz
all of the valentineons are rare, the platfights are elusive, and the rest are all rare except for cat burlgar and both aryas, which are epic
Finally, for levels requiring you to own a specific skin to play, then any skins you didn’t obtain will be labeled as a guest skin, allowing you to play the level.

No. No skins, other than the ones obtained while the game is online will be available in Local multiplayer.
What I assume is that the devs decided to make every skin available in rifts depending on what the mission calls for because people may not have skins that call for every skin tag possible. And it also allows the player to experience levels that outright required a specific skin to even play.
To give an example, although Classic Tune Squad Lola Bunny released for a brief period but was then pulled, if a Rift objective calls for a character with Sports Attire or an Animated character, then you can use the skin for the rift mission only. This does not apply if the mission calls for a franchise or a specific character. In those cases, only the skins obtained in online will be available.
The sole exception to the above rules is the Mythic Vista Arya skins. While you can’t use them online, both are fully usable in all modes when playing offline.

Of course. You know, they could just do this since they aren't available literally any other way, but no, **** the players over in every single way possible. Why would I expect anything else from Pay Us First Games and WB
So here’s an interesting Multiversus thing that is in game but cannot be fully accessed:
This cannot be done in local multiplayer, only the live game.
Go to the Custom Game lobby, set it up as a Free for All. Then change the mode to Slay the Giant and set it back. Check the map selection after doing this. The result?
Two new stages that you can look at, but won’t work when trying to load them: Primordial Lands (Primal) and Riverboat (Over the Garden Wall).
