none of lucario's aerials can break through that super armor until around 80% or so. and even then fair still never breaks through.

Lucario's dair outranges a lot of uairs, kills, shield pokes often, and has transcendant properites. It also stalls his momentum so this can help for mindgames and spacing. I'd say this is a very good dair.
forward smash has giant range, transcendant properties, long lasting hitboxes, and a sweet spot at the tip. Charging it a little ***** ground dodgers. It also has IASA frames making it relativly safe and easy to spam compared to a lot of other fsmashes. There aren't very many non projectiles that outranges this one.
Neutral special, his charge up attack called Aura sphere kills.

You can crouch under jumping lasers unless he times them perfectly, but then you have time to see that he did just that and react accordingly. Is just hanging on the ledge still a viable tactic against Falco?

They hit half and half from what I've seen, there's a "region" where it cancels the lag, as opposed to it being a strict frame obviously, but if they cancel in the slightly higher area, they won't hit you. You gotta watch out for phantasm reset though when he decides to do so. He was talking about his poke game, so I was assuming jab shenanigans, so I mentioned Lucario's zoning game in relation to Falco's close game.
