Alright, Let's do this One More Time.
I may be rusty and it's hard to find some time to plan this but starting from now i will be writing my thoughts about characters chances on my documents again.

Godzilla

49%: Godzilla is one of japan's most iconic characters and has probably now grown into the most recognizable icon in all of media, the king of all monsters has a record of 33 films total from 4 different eras, 5 films made in america, has had several tv shows such as Godzilla: The Series, Singular Point, and Monarch, has had a lot of video games aswell as guest appearances in some games, and the list goes on.
Godzilla's chances on Multiversus has always been doubled down on what the original holders "Toho" decide on how godzilla appears in the game and many for a while he was shown from the game files that The Big G had been planned at point with a moveset & size file, but has since then been scrubbed off entirely, we all thought Toho had a lot of rules that kept him away aswell as Legendary Pictures seperating from Warner Brothers had made his chances go down significantly.
But recently with the apparent success of Godzilla X Kong: The New Empire, both characters have become more well popular then ever and legendary pictures has expressed wanting to continue using the monsterverse series with possible new films and video game adaptations, most likely similar to the jason universe movement were friday the 13th will be adapted to games the studio might want to put godzilla into multiversus,
As for Toho? well we all thought their little rule about how godzilla should be portrayed would keep the king of kaiju's out of multiversus, however there have been recent games with the big g that includes him doing stuff that toho doesn't want godzilla to be seen doing(Using items in GigaBash for example) among some other things i have heard about earlier this year & not just in the games which makes me think toho's strict rule isn't being completely followed anymore.
It's possible Toho could still suggest some ideas such as "Godzilla not being weaker or stronger then Shaggy" but if those strict guidelines aren't taken seriously anymore then there's nothing stopping godzilla from finding his way in the roster, right?
Well, it may still be tricky. Godzilla might have some licenses owned by various different studios & people and it would also take a hassel to get EVERY ITERATION of Godzilla if the crew are fetching for the right to use Mecha-Godzilla or another iteration for an outfit and while Legendary is interested in making games for Godzilla X Kong they could still be a studio to negotiate with and if they would agree given the idea of why they must've left warner brothers or if they're still in good terms.
However in spite of those obstacles i think the strict rules not being forced by toho and legendary caring about the series are enough to make me think there's a chance for Godzilla to get in and if it does get in? well it'll be a miracle.

King Kong

60%: King Kong, another iconic giant monster from the film industry, well known for it's scene with the tower having a monkey fending itself against airplanes while banging on it's chest or the main iconic end line said by the film's antagonist, Carl Dengham.
Kong has been around ever since the 1930's during the time of the great depression, succeeding in the box office with $11, 777, 000 dollars The Great Big Ape(Not the purple one) went on to star in several different movies those including the times he's been with Godzilla, Various Video Games(Which some may be better while others are not), A Multitude of Animated Movies and TV Shows such as The BKN International Films, King of the Apes, Skull Island, and Monarch too? and similar to Godzilla the list goes on.
Unlike The Big G though, Warner Brothers does has ownership with the original movie however Universal owns the rest of the series, there are other ownerships though the other one highlight is Toho who owns the monsterverse version of kong, so even if King Kong was eligible to get in Multiversus the crew & warner might aim for the Monsterverse(and possibly Peter Jackson) versions of the characters which would require some negotiations & see if each of the companies can trust each other before going through, Maybe with the success of The New Empire Kong's chances are may be in a good situation for him to be used though it'll likely be a matter of time until the crew are interested in doing kong before doing Godzilla or Waiting until they're ready for another giant character.

79% and 65%: While i never seen the entirety of Godzilla's Franchise minus Vs. Destoroyah, Some clips of King of All Monsters, Monarch, and Watching The New Empire Recently, i think Godzilla's a cool character design wise and i think he'd be a really great character to have in Multiversus, Kong would be great to though i would be more interested in the former more.
But i did watch the peter jackson remake of King Kong back when i was a kid and recently got reminded of it again when it was on Netflix, i feel like it'd might've been a great movie for me and would like to rewatch it again.
