Why would you remove Water types ability to use frozen water moves?

Well, it doesn't quite make sense that Ice Pokemon cannot use Water moves if Water Pokemon can use Ice moves. Also if Water Pokemon can some how freeze water, why is there an Ice type?

Another reason is that it gives Water Pokemon another tool for coverage which probably shouldn't exist for the sake of balance.

Vader was only available as DLC while Yoda was a starter character in the 360 version. It's the other way around in the PS3 version.
